Implement step 2 of the one rule. This skill has documented a two-step mandatory gate since 0.1.0 - free preflight AND free merchant_card (wash_flagged -> do not pay) - but example.ts only ever called preflight and then proceeded to the payment path. It never fetched merchant_card at all, so anyone following the example paid counterparties the documentation says to refuse. Caught by the ClawHub scanner on 0.2.0 (TP4, HIGH, 0.93) after 0.2.0 cleared the other five findings. twzrdMerchantCard() is now wired into createClawRouterOnBeforePaymentHook: wash_flagged refuses, and in enforce mode an unreachable card is unresolved and also refuses. in_corpus:false does not refuse, since most wallets are not in the corpus. Verified live: a wash-flagged merchant is refused where 0.2.0 allowed it, and the clean warn control still passes.
